 Note that the assumption made is that the deceleration rate is constant during braking, as it would essentially be if you were skidding (and then the deceleration rate would be the coefficient of friction.)
Also please note that if ONLY the rear brake is used, then the maximum braking efficiency cannot be greater than about 40%. The top picture shows that if BOTH brakes were locked speed had to have been about 88 mph while the next picture shows that if only the rear brake was used (yielding a 40% braking efficiency), then the speed had to have been about 56 mph.
